You probably mean that you've created a symbolic or sym-link ...

The permissions (Rechte) of a sym-link are quite meaningless. The  
problem is that the Ruby script itself is non-executable. You would  
need to invoke on the command line:

	chmod o+x /usr/local/TeXLive/scripts/context/ruby/texmfstart.rb

or whatever the path to the actual script is. Since I am no Ruby user  
I really have no idea why the script is non-executable.
