"XML in a nutshell" (big nuts, but I digress) says:
XML comments are syntactically similare to HTML comments. Just as in
HTML, the begin with <!-- and end with the first occurence of -->.
The double hyphen must not appear anywhere inside the comment until
the closing -->. In particular, a three hyphen close like ---> is
specifically forbidden.
A bit further it is explicitly stated that nested comments are not
allowed in XML.
