I often have big problems with both :-(

Here, for example, I don't understand what you mean by

In fact I have no clue.  Yet, I suspect that it is not exceedingly 
complicated, and I am confident I could understand it if properly
guided.

Thinking about it, I think my difficulty is with the word 'locally'...
