this new version of pdfsync needs pdfetex to run (pdf extended tex),
apparently, you are still running older pdftex so the above behaviour
is normal.
pdfetex silently replaced pdftex when upgrading the tex distribution
last year or so. You do not really need to upgrade to pdfetex if your
actual distribution fits your needs.
However, some advanced packages do need pdfetex, bigfoot is one of them.
I will put another test in the package to prevent pdfsync to load
when not in pdfetex.
