I would add one level: /Library/TeX/gwTeX, /Library/TeX/ 
ActiveTeXProgram, etc. to group the TeX stuff.

Is it possible to add /Library/TeX/texmf as a texmf local tree? Or  
link from there to the active texmf local tree?
