I think that all that's needed are more maps adding to

/usr/local/TeXLive/texmf.texlive/fonts/map/dvips/

from the TeX Live distribution. To test this I downloaded the cm, latex
and rsfs directories from

ftp://ftp.tug.org/texlive/Contents/testinstalled/texmf-dist/fonts/map/ 
dvips/

copied them into

/usr/local/TeXLive/texmf.texlive/fonts/map/dvips/

and reran the Configure stage. After this the fonts appear in  
psfonts.map
and are used by pdflatex and dvips.
