Look into helvet.sty and copy some of this file into your
kaufmann.sty. Then you could write:
\usepackage[scaled=1.2]{kaufmann}
For text with some other font you could use another scaling factor
for kaufmann.
Another approach is a different install file for fontinst. With
different syntax the font could be scaled from the beginning ...
