Yes. There is the old twocolumn environment, and there's the more  
general multicols environment that has to be loaded via \usepackage 
{multicol}. Drawing lines, or rulers (\rule), is usually simple.  
Twocolumn and multicols can draw single lines of arbitrary thickness  
and distance to the text as column separator – the length (height)  
corresponds to the text's height.


BTW, The LaTeX Companion, by Frank Mittelbach and Michel Goossens, is  
in its 2nd edition, Addison–Wesley.
