Did you run latex a couple of times and delete the aux file?  The 
following small document works fine for me:


\usepackage [dotinlabels]{titletoc}
	\titlecontents {chapter} [6pc] %
		{\contentslabel[\textsc{\chaptername}\ \thecontentslabel]{6pc}}
\chapter{Foo} This is a chapter
