Guess you must be in a parallel universe to me ;-), because
http://www.ctan.org/tex-archive/nonfree/macros/generic/diagrams/taylor/
is definitely on my CTAN. I also have it installed and in use on my
machine for several months without any sign of it time-bombing out.
