One possibility is to get them from gwTeX, installed with i-Installer:

theo0mc234:~ brunovoisin$ ls /usr/local/gwTeX/include/kpathsea
absolute.h c-pathmx.h default.h pathsearch.h tex-
make.h
c-auto.h c-proto.h expand.h proginit.h tilde.h
c-ctype.h c-stat.h fn.h progname.h
truncate.h
c-dir.h c-std.h fontmap.h readable.h types.h
c-errno.h c-unistd.h getopt.h remote.h
variable.h
c-fopen.h c-vararg.h hash.h str-list.h
xopendir.h
c-limits.h cnf.h kpathsea.h str-llist.h xstat.h
c-memstr.h concatn.h lib.h systypes.h
c-minmax.h config.h line.h tex-file.h
c-namemx.h db.h magstep.h tex-glyph.h
c-pathch.h debug.h paths.h tex-hush.h
theo0mc234:~ brunovoisin$ ls /usr/local/gwTeX/lib
libkpathsea.a libkpathsea.la

Don't know whether that can help for TeXLive-2007 or gwTeX, installed
with MacTeX.
