I made a little experiment, including in latex file graphics in tif,
png, svg, eps, pdf formats.
Latex run did not complain at all,

ImageMagick part did not complain over jpg, tif, png, which were
included in html in its original form,

complained (GS part) over svg (which was neither converted in any
other format nor included in html (even if Firefox can display it but
not very well):

<img src="T0x.png" alt="PIC" class="graphics"><!--tex4ht:graphics
name="T0x.png" src="t5.svg"
-->

eps file was converted successfully into png and included,

pdf was neither converted nor included but there was no comlain from
IM (but invalid ps file was created)

So, if we are talking about htlatex,it treats graphic formats in a
completely different way than latex or pdftex (htlatex either includes
them or asks IM to convert into png which then is included; in this
case they are also renamed).
