Why can't you use a bit of NFSS2 (New Font Selection Scheme)?

\renewcommand{\normalsize}{\usefont{T1}{ma1}{m}{n}\fontsize{9.6pt}
{11pt}\selectfont}
\renewcommand{\large}{\usefont{T1}{ma1}{m}{n}\fontsize{10.2pt}{13.3pt}
\selectfont}
\normalsize\TEXT

You don't need to use Microsoft Arial, I just couldn't imagine a font
more dull, I mean, better suited for test use!
