[OS X TeX] Latexmk 3.21i Packaged for TeXShop

Version 3.21i of latexmk brings better support for the epstopdf  
package to include eps figures within pdflatex processed documents. If  
an eps figure is updated The processing rule now essentially deletes  
the pdf figure file and lets the epstopdf package re-generate the  
figure with the subsequent pdflatex run. The latest versions of the  
epstopdf package (available as part of the Oberdiek Bundle) ---  
version 1.5 and later allow the user to re-define the processing  
step(s) for the eps->pdf conversion and this change allows that to  
happen even when the eps is updated. The configuration (rc) files are  
also cleaned up a bit; now using some helper code provided by latexmk  
3.21i.
