Yes. Otherwise TeX wouldn't have a reason to invoke Metafont – except
that the document is set completely in Metafont and you never needed
to created to create the PK fonts before, then they are created now.
Can you name the fonts for which Metafont is invoked?

In meant the behaviour of being glued to something, the use of that
minority language.
