Apparently in language-specific locations within the application  
itself, such as:

/Applications/TeX/TeXShop.app/Contents/Resources/English.lproj/ 
TeXShopHelp/

Various OS X components seem to use

/Library/Documentation/Help/

On the other hand Apple applications like iTunes or Keynote are using  
the same kind of location as for TeXShop:

/Applications/iTunes.app/Contents/Resources/English.lproj/iTunes Help/
/Applications/iWork '08/Keynote.app/Contents/Resources/English.lproj/ 
Keynote 4 Help/
