Try this.

\newcommand{\aveii}[1]{\buildrel
   \hbox{$\smash{\lower1.2ex\hbox{$\widetilde{\hphantom{#1}}^{m}$}}$} 
\over{#1}}

The value of 1.2 is a parameter that you can vary to taste.

This is reliable provided you don't try to use it in super/sub-scripts.
Then all the boxing will put you into normal text- or display-mode,
and you won't get the proper size and spacing. (This probably
applies to your initial efforts as well.)
