Because it's so far away from being a complete support. Current  
Unicode 5.1 describes half a million characters, LaTeX's utf8  
inputenc Unicode support is less than half a thousand Latin glyphs –  
is this support or is this a joke? So many Latin like characters like  
© or ® are not supported.

Anyway, you can find out yourself. IMO the utf8 input encoding is of  
use when you want to prepare one source file for use with XeTeX and  
pdfTeX – the former only works with UTF encodings (8, 16, or 32  
bits). For regular use it's an overkill.
