I'm not sure why your include path has /usr/local/teTeX/tlpkg in it,  
since tlmgr does not work with teTeX.  How did you install TeX Live?

Can you run tlmgr from the command line?  Try this:

`tlmgr --machine-readable >/dev/null`
`tlmgr update --list`

and let me know if you see any error messages.
