Curiously, \textbb does work, whereas \mathbb doesn't:

\documentclass{article}
\usepackage{amsfonts}%  <- with or without this
\usepackage{bbold}%     <- but you have to use this
\begin{document}
$\mathbb{;}$ \textbb{;}
\end{document}
