Use the bm package and \DeclareBoldMathCommand. The following works
here:

\documentclass{article}
\usepackage{bm}
\DeclareBoldMathCommand{\bzeta}{\zeta}
\begin{document}
\listoffigures
\newpage
\begin{figure}
\caption{$\hat\bzeta$}
\end{figure}
\end{document}
