Note that the same happens if I knock /sw/bin from the path.

This is perl, v5.8.8 built for darwin-thread-multi-2level



I'd also note that
sudo tlmgr --location=ftp://tug.org/texlive/tlcritical update --list
does not fall over in the same way but gives

tlmgr: installation location ftp://tug.org/texlive/tlcritical
bin-texlive: local: 11079, source: 11340
texlive.infra: local: 11077, source: 11351
texlive.infra.universal-darwin: local: 11054, source: 11233

although I have never installed stuff from that location.
