foiltex uses a non-free license, and is not included in texlive (and
therefore not in MacTeX). Updating will not help.
installing foiltex can be done in different locations. If you are the
only user of this machine (or you use your account on different
machines), then it is easiest to install foiltex in ~/Library/texmf/
tex/latex/foiltex/... (that is, in the Library folder that resides
within your home directory, make the folder texmf, in which you create
a tex folder, in which you make a latex folder, in which you make a
folder to hold the files of foiltex). This folder is you installation
directory, from there on follow the instructions that come with foiltex.
