[OS X TeX] tlmgr and proxies

wget does so I'd imagine you could persuade it to unless the
custom wget tlmgr uses doesn't allow this. But you'd likely have to
edit the configuration file at
/usr/local/texlive/2008/tlpkg/installer/wgetrc and that would certainly
have security implications as any user can read it. Also, I don't think
wget can handle the credentials securely though I'm not certain about
this.
