Very strange, then, why the conference template uses the cite package...

The canonical place for Computer Graphics Forum, Eurographics leading
publication, is
http://www.eg.org/EG/Publications/guidelines/content/eg-alpha.zip
but that file is dated 2006, so I don't think it is any change to this
that is messing things up.
