Actually this should not be needed – archaicprw.map is enabled and is
comprised of most of the smaller MAP file fragments in /usr/local/
texlive/2008/texmf-dist/fonts/map/dvips/archaic. (Hieroglf.map is not
incorporated, because it's not a serious attempt for writing
Hieroglyphs. The others are meant for serious use.)
It's just one more known bug in this large system – and the cure
cannot be to create a private MAP files set. This bug, or rather its
cure, is also a good test whether the update tools correctly work!
The proper remedy is to first disable the faulty empty MAP file
fragment and to enable it afterwards.
There's something the technicians need to learn from the artists. If
it isn't aesthetically pleasing, it's probably wrong.
