[OS X TeX] Section 0 in book class

I am writing Chapter 13 in one of these multi-authors books and I  
wanted the first section to be

	13.0 Introduction

but while 			

	\addtocounter{page}{100}
	\addtocounter{chapter}{12}

both work

	\addtocounter{section}{-1}

does not—nor does any number.

Is that a built-in limitation of \section? That I can see, Companion  
2ed is not saying .

Not really important particularly as the editors probably wouldn't  
like it anyhow. Just curious.
