Of course UTF-8 is a good choice. The problem is that LaTeX does not  
support UTF-8, just a few minor parts of it (one permille or so).  
And, if I remember correctly, LaTeX is almost as old as I am, so  
there are some GB of non-UTF-8 LaTeX sources, even some in next,  
applemac, or MS-DOS code pages input encodings ...

A good built-in import/convert option could be a fine resort ...
