No! ~/Library/texmf contains installed packages (STY, CLS files,  
fonts related material, documentation) while ~/.texlive<year>  
contains personal configuration files for utilities which build FMT  
or MAP files and of course these as well, plus PK and TFM files from  
eventually using METAFONT based fonts (teTeX had put these into a  
system-wide area, into /var/tmp, but today disks are so large...).
