This looks like files from CodeWarrior – Classic environment. On  
Panther and Tiger it could be compiled, creating in .. (the parent  
directory of Unix, or the rtf2latex2e directory) rtf2latex2e.bin.  
This programme works, it is installed as (default) /usr/local/bin/ 
rtf2latex2e by 'sudo make install'.

Did you look whether the file was built?

There's something the technicians need to learn from the artists. If  
it isn't aesthetically pleasing, it's probably wrong.
