Did you install MacTeX-2008 or TeX Live 2008 directly?
Try
kpsewhich rotating.sty
since you seem to be looking in the wrong place. With MacTeX-2008 the
command returns
/usr/local/texlive/2008/texmf-dist/tex/latex/rotating/rotating.sty
so you may have been looking in the wrong place (?).

TeX Live 2008 has been frozen for a few months while everyone has been
working to get TeX Live 2009 (and MacTeX-2009) ready for release. I'd
expect it to be released in the next few weeks unless there is a show
stopper.
