Howdy,
As of the middle of July the TL2010 pretest is frozen. Once TL2010 is released the updates will be able to come via tlmgr and therefore TeX Live Utility from announced repositories. Any new packages that become part of TeX Live will also get installed. I have no idea if the skb package will become part of TeX Live; that depends upon it being put onto CTAN, licensing restrictions, etc.
