Herb,

it *is*. The microtype package offers different measures. Protrusion  
(into the margin) is independent from pdfTeX and its version. Font  
expansion can be activated for DVI output. Since this cannot be made  
visible by PostScript matrix operations on the fonts used, real  
font( file)s are produced and then embedded when the PDF file is  
finally produced (which is the MAP file or the MAP file fragment?).  
These two steps can explain time consumption and size growth.
