Whatever mirror you're using is giving you an HTML page instead of
update_tlmgr_latest.sh.  The preceding lines should give you the full URL.

Is this the ctan.binkerton.com mirror, by any chance?  Mirror.ctan.org just
sent me there, and they're giving a stupid viewer page that wraps the shell
script.  They fixed this last time, but I might have to blacklist that
mirror in TLU.
