Yes, and like pdftex, it can also produce DVI.

Even without microtype, luatex's output is not guaranteed to be 100% identical to pdftex, since a lot of internal stuff has been changed/replaced/rewritten. For example, hyphenation works quite different internally. This will not have much effect for the user when he writes his documents, but the output might look different.

Well, there's TeX, and there's the markup language LaTeX build on top of TeX. There's pdfTeX and pdfLaTeX, there's XeTeX and XeLaTeX, and there's LuaTeX and LuaLaTeX …
