[OS X TeX] bibtex macros

I'd like to keep a set of global bibtex macros in 
~/Library/texmf/bibtex.    This works fine if I put the full path to the 
macros in my \bibliography command.   However, if I leave out that path, 
bibtex can't find it.   TeXLive 2009 has no trouble finding anything 
else in my personal texmf folder.  I realize I don't know where TeXLive 
and/or bibtex finds its path settings?

I'm running Snow Leopard.
