There has been a regression to ``fix'' the tlmgr problem. I don't know if it has gotten distributed to all the repositories. One easy way to get the it, if it is there, is to simply use the Actions->Reinstall TeX Live Manager Menu Item which will force re-installation of tlmgr to the version in the repository. I got several updates after that and, if it really has been updated you shouldn't see a message basically saying that you must use --all, or something like that. There should also be an update to TLU that gets around that happening again but I can't say when it will come out.
