First, there is no point to use it as there is a TeXLive utility.

But you can compile Tk it for other purposes (f.e. texdoctk)

or get from

http://www.hmug.org/pub/MacOS_X/X/Libraries/Graphics/perl-Tk/

(which compiles under Lion while the "generic" does not)
