Alun Munn gave a fix for this problem with fonts embedded in a PDF file on Dec 20 in a thread on missing
Russian characters. The fix is to put the line

\pdfinclusioncopyfonts=1

in the preamble of the tex file. Pdflatex will then produce the correct figure in the PDF output.
