Howdy,
There is no need to run texhash (with or without sudo) for the personal texmf tree (the one that starts in ~/Library/texmf).
My warning is that running updmap ... (rather than `sudo updmap-sys ...`) is that it WILL lead to problems later on since it produces a personal configuration file and all of a sudden other things stop working. It takes a long time to diagnose that problem.
While personal packages can easily be installed in the personal texmf tree my recommendation is to install anything that adds fonts into /usr/local/texlive/texmf-local/ and then run
sudo texhash
sudo updma-sys --enable Map=themap.map
to install themap.map file.
