[OS X TeX] packages in Lion

I'm not clear on what you mean, but, you should have that directory in your home directory. In 10.7 it is hidden by default.
You can see it either in the Terminal window ("ls") or in Finder, either by explicitly "Go"ing to it (CMD-G and type "~/Library").
