I am not familiar with the hhline package, which might provide some other solution. I would have done it simply like that:

\begin{tabular}{|c|c|c|c|l}
  \cline{1-4}
  Thousand & Hundred & Ten & Single & \\
  \cline{1-4}\noalign{\vskip\doublerulesep}\cline{1-4}
  0 & 8 & 0 & 3 & Apples
\end{tabular}
