I am relieved.

There is definitely an inconsistency---whether designed in or not:

I set "Fit to Window" in the preferences and restarted.

I split the window and increased the scale at the top of the window to
124.

The magnification in the upper pane increases to 124 and then remains
at 124 no matter how I change the window but the magnification in the
bottom pane keeps "fitting the window".

But things are even stranger than that:

When I un-split the window, the whole window now remains at 124 no
matter how I change the window.

When I re-split the window, the scale in the top pane stays at 124,
while the scale in the bottom pane goes back to fitting the window and
the bottom pane goes back to the beginning of the document.
