Howdy,

This sounds more like a DropBox `problem' than anything that has to do with latexmk; latexmk is just typesetting the local copy of the file. I just compiled a 14 page document in one of my DropBox folders that includes quite a few graphics images, etc., and didn't notice any specific slowdown. However I don't have much in my DropBox so syncing goes pretty quickly.

What version of DropBox are you using? I'm at the latest `Stable' version, 2.4.10.
