It has to be outside the TeX Live tree.
If you want to install the fonts system-wide, for all users, then /usr/local/texlive/texmf-local is the prober branch (or [hierarchical] tree of directories). You have to use the sudo auxiliary command and updmap-sys to do so.
If you want to install the fonts for you only, then /Users/YOUR-HOME/Library/texmf is fine. You have to use the updmap command (without -sys) without sudo.
