Thanks for noting the 'eplain' issue.  Seems like this has cropped up for others, based on [tex-live] traffic.

I don't fool with fonts much, so I'm assuming this is a glitch at the tex-live end, and it will get fixed in due course.

Advice to the contrary welcome.
