[OS X TeX] TeX Live package manager critical update failing

Under OS X 10.9.1 with texlive 2013 and TeX Live Utility 1.18b2, when I start the app, I see an entry

and get a pop-up window saying "Critical updates available. 5 packages are available for update. Of these, the TeX Live installer packages listed here must be updated first. Update now?".

But when I click the Update button, I eventually just get an Update Failed pop-up. (My usual setting is for a mirror repository, but after the same failure happened with that, I tried the ftp://gut.ctan.org . . . entry directly.

So, please update the package manager first, via either
  tlmgr update --self
or by getting the latest updater for Unix-ish systems:
  http://mirror.ctan.org/systems/texlive/tlnet/update-tlmgr-latest.sh
and/or Windows systems:
  http://mirror.ctan.org/systems/texlive/tlnet/update-tlmgr-latest.exe
Then continue with other updates.
