[OS X TeX] .bib file

What OS version are you using? If you have no ~/Library folder most apps that have preferences wouldn't work. If it's before OS X 10.7 the Library folder should appear in the HOME folder. If it's OS X 10.9 then you should open up your HOME folder and do View->Show View Options (Cmd-J) and there will be a checkbox to display the Library folder. Choosing that will now show the ~/Library folder in the HOME folder.

Do you mean Shift-Cmd-G, which opens a dialog box where you put /Library/TeX/Local? (Not Shift-Opt-Go?) Note: If there is a bibtex folder at all you must have created it! Assuming that the bibtex folder exists and has a bib folder within it, you say there is a local folder? What is in that folder?
