Howdy,
TeXShop is a front end for the TeX Distribution and executes commands to use that distribution. It does not update or change that distribution in any way.
TeX Live Utility (TLU) is a front end for tlmgr, a program supplied in the TeX Live distribution for updating that distribution. Tlmgr will only add items that are becoming part of TeX Live so will NOT add latex2html or any other parts of that package.
Out of curiosity, what version of MikTeX are you using? I thought recent versions of MikTeX were based on TeX Live.
