I've consistently found the latest version of Grätzer's "Math into LaTeX" -- currently "More Math into LaTex", 4th edition -- the best single starting point.

(I used to turn to Mittelbach and Goosens, "LaTeX Companion", when I needed help in finding and using LaTeX packages, but of course it's now 8 years out of date. So for packages I usually just do a web search if I don't know which package, or use built-in TeXShop help facilities to look at package documentation when I do know which package I want.)
